About State Approved Industrial Park (SAIP 2020)

Govt. of West Bengal has taken remarkable initiatives in creation of Development of Industries & industrial park in the state. Department of MSME and Textiles, Government of West Bengal launched the Scheme for Approved Industrial Park (SAIP) with the objective to encourage private sector to set up industrial park at own land and offer micro, small and medium enterprises (MSME) to set up units. The Scheme aims to catalyze growth of MSMEs through creation of new industrial park with basic common infrastructural facilities with state assistance in the form of fiscal and non-fiscal incentives. Government of West Bengal have made amendments and additions in the said scheme of the West Bengal Incentive Scheme 2020 for Approved Industrial Park (commonly referred to as SAIP).

WBSIDCL: West Bengal Small Industries Development Corporation Ltd. is authorized by the Department to act as the nodal organization for operation of the Scheme.

WBIDC

West Bengal Industrial Development Corporation Ltd. (WBIDC) formed in 1967 under the Companies Act, is the premier nodal agency of West Bengal’s Industry, Commerce and Enterprises Department. WBIDC is responsible for conceptualization, development, growth and facilitation of industry, investment and infrastructure in West Bengal. Over the years, the corporation is actively engaged in catalyzing investment through promotion and marketing of West Bengal as an investment destination. WBIDC promotes West Bengal as an ideal investment destination and provides support to industries through -Facilitation, Financing, Operationalizing the Incentive Policy and Setting up Industrial Parks. It facilitates investment proposals through single-window agency ‘Silpa Sathi’ or State Investment Facilitation Centre (SIFC).

WBIDC also makes regular interaction with various business community and Chambers of Commerce at national and international level to promote investment opportunities in West Bengal. In the process of image building as well as to disseminate investment related information, WBIDC participates in various national and international events. It is also the organizer of the Bengal Global Business Summit.

MSME Umbrella

It helps to improve the business and investment climate for MSME on three levels: 1) by improving the implementation of policies and programmes of the Ministry of MSME; 2) by granting better access to market-oriented financial and non-financial services; and 3) by promoting innovation.

GIZ and the official partner Ministry of Micro, Small and Medium Enterprises (MoMSME) and its implementing organisations and Small Industries Development Bank of India (SIDBI) jointly aim to create jobs and income opportunities through the promotion of greener growth in the Micro, Small and Medium Enterprises (MSME) sector.

The programme assists MSME to modernise and increase their competitiveness, while at the same time considering resource efficiency, cleaner production and meeting social and environmental standards. It helps to improve the business and investment climate for MSME on three levels: 1) by improving the implementation of policies and programmes of the Ministry of MSME; 2) by granting better access to market-oriented financial and non-financial services; and 3) by promoting innovation.

The programme supports the Office of the Development Commissioner and the attached implementing organisations in improving impact and efficiency of some of their most important support schemes.

  • The capacity of chambers and business associations to provide services to MSME is strengthened.
  • Through the implementing partners SEQUA and Indo-German Chamber of Commerce, the programme draws upon a wealth of experience from the German chamber system.

  • With SIDBI and SBI, the programme is working on ways to profitably serve the ‘missing middle’ i.e. small businesses whose credit needs are too low for banks and too high for microfinance institutions.
  • The programme advises banks on tools to assess and monitor environmental and social safeguards in the credit appraisal process. Banks are encouraged to promote specific credit lines to finance green technology. It supports State Bank of India in the development and introduction of a financial product that promotes energy efficiency in MSME.
